Assignment Title: Consultant Services for Supporting Environmental and Social Activities

Mongolia, through its Ministry of Finance, has received financing from the International Bank for Reconstruction and Development to support the Ulaanbaatar Sustainable Urban Transport Project (USUTP), and intends to apply part of the proceeds for consulting services.
The main objective is to support the overall E&S activities throughout Project implementation. The Consultant is responsible for preparing E&S documents as required by the national EIA regulations and securing the approval of responsible agencies. Also, supervising and reviewing the E&S documents in compliance with the project’s Environmental and Social Management Framework (ESMF), Stakeholder Engagement Plan (SEP), Labor Management Procedure (LMP) and other instruments that are prepared according to World Bank (WB)’s Environmental and the Social Framework (ESF). The consultant should be also responsible for the oversight of E&S documents implementation by the contractors during the construction and rehabilitation. Each subproject activity and impact is to be reviewed and assessed for all the phases of the project implementation (i.e. pre-, during-and post-construction).
Anticipated date for commencement of the service is in the first quarter of 2023 and the tentative duration of the assignment is 3 years.

The shortlisting criteria for interested firms are:
- At least 5 years of general experience;
- Experience in at least three contracts with tasks similar with the tasks required under the contract in last 5 years; (provide evidence documents for such similar assignments)
- Consulting firm will be under the supervision of the E&S specialists of the Project Management Office (PMO), the consultants work closely with the focal points in the Municipality of Ulaanbaatar. Key personnel of the group responsible for representing it in communications with WB/MUB must have a good command of English and Mongolian (spoken and written);
- Organizational capability of the firm for the assignment; and
- Experience in organizing and conducting stakeholder engagement and public participation processes.
If selected for contract award, the Consulting Firm shall provide a team comprising professional staff from diverse backgrounds related to the environmental and social sector, to cover all the needed issues. If selected for contract award, the Consultant’s team is expected to have a presence in Ulaanbaatar, working closely with counterparts of the Municipality of Ulaanbaatar, Ministry of Environment and Tourism, and staff from other relevant agencies, if required.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (Revised in November 2017, August 2018 and November 2020) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consulting firm will be selected in accordance with the Consultant’s Qualification Based Selection (CQS) method set out in the Procurement Regulations.
